Automatic moving object detection and tracking is very important task in video surveillance applications. In the present work the well known background subtraction model and use of Gaussian Mixture Models have been used to implement a robust automated single object tracking system. In this implementation, background subtraction on subtracting consecutive frame-by-frame basis for moving object detection is done. Once the object has been detected it is tracked by employing an efficient GMM technique. After successful completion of tracking, moving object recognition (...) of those objects using well known Principal Component Analysis, which is used for extracting features and Manhattan based distance metric is used for subsequent classification purpose. The system is capable of handling entry and exit of an object. Such a tracking system is cost effective and can be used as an automated video conferencing system and also has applications like human tracking, vehicles monitoring, and event recognition for video surveillance. Farmer participatory approaches were used to identify problems and needs as perceived by local people and to develop strategies to achieve fodder security in south Indian villages. Indigenous knowledge systems as they relate to agroforestry were explored. The farmer participatory approaches have laid the foundations for selecting appropriate agroforestry technologies and developing suitable fodder security policy options. Potential benefits and risks as a result of implementing agroforestry projects were also discussed.

Cloud computing deals with voluminous heterogeneous data, and there is a need to effectively distribute the load across clusters of nodes to achieve optimal performance in terms of resource usage, throughput, response time, reliability, fault tolerance, and so on. The swarm intelligence methodologies use artificial intelligence to solve computationally challenging problems like load balancing, scheduling, and resource allocation at finite time intervals. In literature, sufficient works are being carried out to address load balancing problem in the cloud using traditional swarm (...) intelligence techniques like ant colony optimization, particle swarm optimization, cuckoo search, bat optimization, and so on. But the traditional swarm intelligence techniques have issues with respect to convergence rate, arriving at the global optimum solution, complexity in implementation and scalability, which limits the applicability of such techniques in cloud domain. In this paper, we look into performance modeling aspects of some of the recent competitive swarm artificial intelligence based techniques like the whale, spider, dragonfly, and raven which are used for load balancing in the cloud. The results and analysis are presented over performance metrics such as total execution time, response time, resource utilization rate, and throughput achieved, and it is found that the performance of the raven roosting algorithm is high compared to other techniques. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Recent years have seen a notable surge in scholarship on the life and thought of B. R. Ambedkar (1891–1956). This essay contributes to this literature by uncovering heretofore underemphasized aspects of how Ambedkar theorized the relationships between caste oppression, democracy, and state action. The essay demonstrates that, particularly in the period from 1936 to 1947, Ambedkar closely attended to the pathological imbrications between caste society and representative institutions in India; that he theorized an alternative, ambitious conception of democracy that encompassed (...) the social and political spheres; and that he framed the state, and Dalit presence within the state, as a uniquely appealing instrument to transition from the former arrangement to the latter. In addition to filling gaps in the scholarship on Ambedkar, this interpretation offers important resources for contemporary democratic theory—in particular by countering perspectives that remain overly skeptical of the state’s capacity to move against social oppression in ways that enable, rather than inhibit, collective self-government. Businesses have voluntarily adopted environmental strategies to go beyond compliance. This can be attributed to: a) business community's realisation that environmental investments have the potential to improve business performance and b) pressure from multiple stakeholder groups. In order to improve business relations with the stakeholders, business needs to identify these stakeholder groups and also understand their environmental concerns across the entire life cycle of the product. The first part of this paper deals with relevant theory and introduces a framework to (...) analyse significant environmental stakeholder groups and their influence across its entire life cycle on corporate behaviour. The second part of the paper presents a system approach to improve stakeholders' satisfaction and further develops a model based on Analytic Hierarchy Process (AHP) to measure stakeholders' satisfaction. The phenomenon of dreamless sleep and its philosophical consequences, particularly deep sleep's relevance to such issues as Self, Consciousness, Personal Identity, Unity of Subject, and Disembodied Life, are explored through a discussion, in varying detail, of certain noted doctrines and views--for example of Advaita Vedānta, Hegel, and H. D. Lewis. Finally, with a cue from Leibniz and McTaggart, the suggestion is made that at no stage during sleep is the self without some perceptions, however indeterminate. The chromosomes undergo a condensation‐decondensation cycle within the life cycle of mammalian cells. Chromosome condensation is a complex and critical event that is necessary for the equal distribution of genetic material between the two daughter cells. Although chromosome condensation‐decondensation and segregation is mechanistically complex, it proceeds with high fidelity during the eukaryotic cell division cycle. Cell fusion studies have indicated the presence of chromosome condensation factors in mammalian cells during mitosis. If extracts from mitotic cells are injected into immature oocytes (...) of Xenopus laevis, they induce meiotic maturation (i.e. germinal vesicle breakdown and chromosome condensation) within 2–3 hours. Recently, we showed that the maturation‐promoting activity of the mitotic cell extracts is inactivated by certain protein factors present in cells during the G1 period. The activity of the G1 factors coincides with the process of chromosome decondensation that begins at telophase and continues throughout the G1 period. These studies have revealed that the mitotic factors and the G1 factors play a pivotal role in the regulation of condensation and decondensation of chromosomes. Furthermore, our studies strongly suggest that nonhistone protein phosphorylation and dephosphorylation may mediate chromosome condensation and decondensation, respectively. (shrink)

This baseline study was conducted to find out the knowledge, attitudes and practices of medical ethics among the undergraduate medical interns who did not have structured ethics curriculum in their course. A descriptive, cross-sectional study was carried out using a self-administered structured questionnaire among the medical undergraduate interns of Maharajgunj Medical Campus, the pioneer medical college of Nepal which enrols 60 students in a year. A total of 46 interns participated in the study. The most common source of knowledge on (...) ethics was lectures/seminars (35.7%) followed by experience at work (24.5%), training (21.4%) and own reading (17.3%). The main contents of Hippocratic Oath were known to 98.8% while 60.9% knew the main contents of Nepal Medical Council (NMC) code of ethics. Great majority (91.3%) regard ethics as very important in medical profession. “Doctors know the best irrespective of patients’ opinion” was disagreed by only 39.1% indicating the paternalistic attitude. However, 78.3% were in favour of adhering to the patient’s wish. None of the participant agreed to abandon confidentiality. Only about one-fourth (26.1%) claim to encounter ethical dilemma every day while the highest number (43.5%) had once in a month. To deal with the situation of ethical dilemma, majority approached to immediate supervisor followed by head of the department and colleagues. Eighty-seven percent of participating interns were involved in research activities involving human subjects. Only one of the participants had encountered the ethical issue on end-of-life and it was do-not-resuscitate consent in a terminally ill patient. On implementation of the curriculum on medical ethics focus should be - principles of biomedical ethics, sensitive ethical dilemmas like end-of-life care and practical experiences with participation in deliberations of the ethics committee. Long‐range correlation is a general class of coordination pattern found to be common to the intrinsic dynamics of complex systems, including human behavior. Balasubramaniam, Hove, and Médé investigate intrinsic dynamics in repeated finger movements, and they find that different measures of movement dynamics yield different long‐range correlations. Results shed light on the way that coordination patterns are expressed as a function of measurement context.

Purpose This study aims to explore the potential of mobile assistive technology as a vocational tool for blind workers. Specifically, it investigates: Can MAT-enabled BW to perform better at the workplace and will insight into MAT-enabled capabilities impact employer perception regarding BW employability. Design/methodology/approach Exploratory case study which draws on theories of fit to analyze observational and interview data at an organization familiar with employing, training and referring BW. Findings MAT can increase blind worker job fit, positively impacting their performance, (...) self-reliance and managerial perceptions regarding their employability. Research limitations/implications A conceptual framework is articulated which expands current literature on fit to better account for the assistive potential of mobile technology for differently abled workers. Practical implications The positive impact of MAT on managerial perceptions of BW fit and employability can inform the regimes of employers, job skills trainers, vocational rehabilitation specialists and policy makers. Social implications Insights on the use of MAT as a vocational tool can reduce the systemic workplace disenfranchisement of blind people. Originality/value This paper presents novel theory which accounts for the impact of MAT on the job fit of differently abled workers. (shrink)

This essay will discuss the hegemonic role that texts have come to play in the historiography of subcontinental mathematical traditions. It will argue that texts need to be studied as records of practices of people's working lives, grounded in social hierarchies. We will take particular mathematical texts to show how different occupational registers have come to shape practices that defy the binaries of concrete and abstract, high and low mathematics or the pure and applied conundrum. Measuring, counting and accounting practices (...) as part of the routine work of practitioners performing their caste occupations then provide us with a spectrum of the computational activities that controlled and regulated the lives of people in the past. In the process the act of computing itself gained certain political values such as cunning and manipulation, identified with professions of village accountant and merchant, for example. Drawn from my earlier work on these records, I discuss the occupational role of the accountant as a political functionary who assessed and authenticated the measurements of land and produce in the village, making values of the labor performed by others, and creating avenues for his own proficiency as a mathematical practitioner. Day-to-day lives are affected globally by the epidemic coronavirus 2019. With an increasing number of positive cases, India has now become a highly affected country. Chronic diseases affect individuals with no time identification and impose a huge disease burden on society. In this article, an Efficient Recurrent Neural Network with Ensemble Classifier is built using VGG-16 and Alexnet with weighted model to predict disease and its level. The dataset is partitioned randomly into small subsets by utilizing mean-based splitting method. Various (...) models of classifier create a homogeneous ensemble by utilizing an accuracy-based weighted aging classifier ensemble, which is a weighted model’s modification. Two state of art methods such as Graph Sequence Recurrent Neural Network and Hybrid Rough-Block-Based Neural Network are used for comparison with respect to some parameters such as accuracy, precision, recall, f1-score, and relative absolute error. As a result, it is found that the proposed ERNN-EC method accomplishes accuracy of 95.2%, precision of 91%, recall of 85%, F1-score of 83.4%, and RAE of 41.6%. (shrink)

Grush has proposed a fairly comprehensive version of the idea of internal models within the framework of the emulation theory of representation. However, the formulation suffers from assumptions that render such models biologically infeasible. Here I present some problems from physiological principles of human movement production to illustrate why. Some alternative views to emulation are presented.

It is proposed here that Webb's ideas about robots as possible models of animals need some rethinking. In our view, even though widely used biorobotics strategies are fairly successful at reproducing the macroscopic behavior of biological systems, there are still several problems unresolved on the side of robotics as well as biology. Both mathematical and hardware-like robotics models should be feasible physiologically. Control principles elaborated in robotics are not necessarily applied to biological control systems. Although observations of flying birds inspired (...) aerodynamics and thus modern airplanes, little knowledge has been added to the neurophysiological principles underlying flight in birds. Chess playing computers might outperform most chess players, but they cannot be considered as physiologically feasible models of human thinking. (shrink)

Krishnachandra's re-articulation of Kant's transcendental system challenges Kant's conceptualization of 'apperceptive self' conceived as a logical function which is as well the precondition of all our knowledge claims. In Kant's framework, though this "unity of consciousness" is projected as a principle, which undertakes a foundational role as 'apperceptive I', it is capacitated with merely a logical function. Krishnachandra disagrees with Kant's reduction of function of the "self" to a logical process. This reduction would render knowledge of the "self" to be (...) an inferential knowledge, thus making this derivation analogous to the proofs of the transcendental conditions of understanding and sensibility through the logical process of deductions. Krishnachandra's question is: whether this equation established between logical function of 'apperception' and the "self" will suffice to establish the "certitude" of knowledge claims. This is the first task Krishnachandra addresses in his work, Studies in Kant which is elucidated in the following section of this paper. Further, we will see how Krishnachandra’s exploration into the dynamics of this problem leads him to alternatively foreground the "unity", which is much sought by Kantian scholars, between the theoretical and the practical domains of Reason. Current EEG research emphasizes gamma band coherence as a signature of functional integration, that is, the solution to the binding problem. We note that spatial patterns of coherent neural activity are also observed at other EEG frequencies. If these oscillations reflect Nunez's resonant modes, they offer a solution to the binding problem that emerges naturally from the architecture of cortical connections.

Background The aim of the study is to assess the knowledge, attitudes and practices among healthcare professionals in Barbados in relation to healthcare ethics and law in an attempt to assist in guiding their professional conduct and aid in curriculum development. Methods A self-administered structured questionnaire about knowledge of healthcare ethics, law and the role of an Ethics Committee in the healthcare system was devised, tested and distributed to all levels of staff at the Queen Elizabeth Hospital in Barbados (a (...) tertiary care teaching hospital) during April and May 2003. Results The paper analyses 159 responses from doctors and nurses comprising junior doctors, consultants, staff nurses and sisters-in-charge. The frequency with which the respondents encountered ethical or legal problems varied widely from 'daily' to 'yearly'. 52% of senior medical staff and 20% of senior nursing staff knew little of the law pertinent to their work. 11% of the doctors did not know the contents of the Hippocratic Oath whilst a quarter of nurses did not know the Nurses Code. Nuremberg Code and Helsinki Code were known only to a few individuals. 29% of doctors and 37% of nurses had no knowledge of an existing hospital ethics committee. Physicians had a stronger opinion than nurses regarding practice of ethics such as adherence to patients' wishes, confidentiality, paternalism, consent for procedures and treating violent/non-compliant patients (p = 0.01) Conclusion The study highlights the need to identify professionals in the workforce who appear to be indifferent to ethical and legal issues, to devise means to sensitize them to these issues and appropriately training them.
